| Mr. Nicholas Stern, Vice-President of the World Bank, delivers a speech at the First China Investment Climate Forum |
On Dec. 3, 2002, the First China Investment Climate Forum, which was co-sponsored by the World Bank, former National Planning Commission (now National Development and Reform Commission), and Ministry of Finance, was held in Beijing. Leaders from relevant ministries and commissions including National Planning Commission, Ministry of Finance, and People's Bank of China attended the Forum. Mr. Nicholas Stern, Vice-President and chief economist of the World Bank, delivered keynote speech on opportunities and challenges of China investment climate. At this Forum, the World Bank published for the first time its study report entitled Improve China's Investment Climate, and provided a detailed introduction to the concept of “investment climate” and its assessment scheme, and, on the basis of the survey of 1500 enterprises in Beijing, Shanghai, Tianjin, Chengdu and Guangzhou, summarized China's economic achievements since its reform and opening-up, and spoke highly of China's outstanding performances in merging into global economic integration, thus providing a fresh perspective for investment climate assessment.
